1. Establishment, National Convention of GNP, Registration

·         Established: December 11th, 1996. ( Marg 26th,2053)

·         First National Convention held on June 8-10, 1997. (Jestha 26-28, 2054)

·         First time party was registered with Election Commissioner on 1st Bhadra, 2055 (August 17th 1998 for Parliamentary election of 1999).

·         Second time party was registered with Election Commission with 57,221 signatures against 10,000 required by law. Party was registered on July 5, 2007(Ashar 21st 2064) for the purpose of participating in constituent assembly election scheduled for 10th April 2008 (Chaitra 28, 2065).

2. The Party Constitution:

a. Objectives "Clean Politics and Clean Environment"
The main objectives of  this party is to secure" Freedom, Peace, National Unity, Prosperity and Social Justice" as stated in the preamble of this constitution. Party believes in liberal democracy and liberal economy.

1.       Establish transparent liberal democratic multiparty system with good governance and sovereignty rested in the people.

2.       Liberal Economic Policies

i. Market oriented competitive liberal economic policies.

ii. Maximum utilization and promotion of national capital and resources.

iii. Try to achieve self-reliance by developing agriculture, forests, water resources, tourism, industry and human resources.

3.       Preservation of Nepalese nationalism, civilization and culture.

4.       End of caste discrimination.

5.       Religious harmony.

6.       Encouragements to backward castes and classes.                                  

7.       Equal rights to Women.

8.       Human Rights.

9.       Freedom of press.

10.    Protection of ecology and environment.

11.    Population control and poverty alleviation.

12.    Decentralization and balanced development.

13.    Oppose the misuse of atomic and chemical technology.

14.    Foreign policy based on mutual understanding and co-operation, non-alignment, world fraternity, world peace as well as protection of equal rights to common universal natural resources.

15.    Establish land-locked country's rights.

16.    Work for Nepal and Nepalese welfare.

2.b Party's Flag
Green Nepal Party's flag has three doves flying in same direction on a green base. Flying doves represent freedom and peace, all flying in the same direction shows national unity and its green base denotes prosperity. The election symbol allotted by Election Commission in 1999 is Mango.

2.c  Membership
Membership can be granted to qualified Nepalese citizen as per party's constitution, who express their faith to this constitution and have attained sixteen years of age. There are four categories of membership.

a.       Devoted Member
Party can enroll Devoted Member to those who pay Rs.24 yearly.

b.       Committed Member
Party can grant Committed Member status to hardworking individual who commits to full time politics and pay membership Rs.300 yearly.

c.        Contributing Member
Party can grant Contributing Member status to those who help the party financially or in other ways and pays membership of Rs.100 per month.

d.       Donor Member
Party can grant Donor Member status as mark of respect to those who donate at least Rs.1000 per month to the party.
Green Nepal Party members will uphold democratic values and norms as well as possess good moral character.

2.d  Party has five layers of organization

1.       Constituency Unit
Constituency unit is focused to mobilize voters in villages with eye on winning Parliamentary Election. Constituency unit is headed by a President elected by members of that unit.

2.       District Coordinating Council (DCC)
 The President of Constituency Unit where the district headquarters is located will work as the coordinator. Presidents and Secretaries of all Constituency units are the members of DCC. The DCC can nominate in the Council from women, intellectuals, students, backward groups, scheduled castes, renowned persons, as deemed necessary. DCC acts as information distribution center and co-ordinates district level programs.  

3.       Central Executive Committee
CEC members are elected in convention by members of National Assembly every five years. Representation in CEC and in other bodies is required by party constitution to be inclusive of all ethnic communities and backward areas. Woman and marginalize community (Ethnic, Dalit and other backward people) will have 50% representation.

4.       Party High Command
National Assembly will elect members of Party High Command not exceeding seven. Women, Ethnic people and Dalits will be given more than 33% representation. Party High Command will decide about policies, programs and selection of candidates for elections. The decision of Party High Command will be binding upon Central Executive Committee and other units of the party. Party High Command will be headed by a chairman elected by High Command members. High Command members will be ex-official members of the Central Executive Committee.

5.       National Assembly
National Assembly members (delegates) will be elected by constituent unit from all over the country. National Assembly is the highest and most powerful unit of the party. It can amend constitution and give directives to party units. Its term is of five years.

2.e Finance 
Each unit will have records of members and donors. Each unit of the party will prepare statement of income and expenditure and submit it to the head office. Treasurer (a member of CEC) will compile all the statements and prepare consolidated accounts and get audited and present that to CEC and Party High Command. President and the members of CEC will present a report of activities and accounts to the Party High Command. Report and accounts will also be presented in National Assembly Convention.

2.f Foreign Policy and Regional Co-operation
Country: Nepal is a small country of 1,47,000 sq. km with 25 million people. It is situated on the southern slopes of The Himalaya between India and China. Though small it has highest peak of the world The Mt.Everest and it is also famous as the birthplace of Lord Buddha. Nepalese are also famous as fierce fighters known as "Gurkhas" famous for their bravery all over the world. Nepal is a multi-lingual, multi-cultural and multi-religion country.
a). Promote Nepal's non-aligned foreign policy in accordance with Pancha Sheel & UN Charter.
b). Support and contribute to organizations established to develop regional co-operation and mutual understanding between member countries.                                                                                                      c) Regional Co-operation Nepal should develop strong, economic relationship with growing economy of China and India.                                                                                                                                                  d). China and India, our neighbors are expected to grow tremendously in 21st century. Devise policies to attract our neighbors for investment and bilateral investment in Nepalese industry, commerce, trade, tourism and other sectors. Now the world is focused on Central Asia and new Silk Road is opening up. To foster mutual understanding and regional economic growth Nepal should push the proposed Asian Highway, Asian Railways, Asian Gas pipes, Oil Pipelines and Asian Electricity transmission lines.
e). GNP is a founder member of Global Greens and supports international Green movements. GNP delegates participated in Global Greens meeting held at Brisbane (2000), Canberra (2001) and
Kyoto(2005).     

 3. Green Nepal Party in Government
Green Nepal Party was invited to join Council of Minister under Prime Minister Lokendra Bahadur Chand appointed by HM King Gyanendra. The founder President Mr. Kuber P. Sharma was inducted in the cabinet as Minister of Tourism, culture and civil aviation from Nov. 2002-May 2003. The party's main slogan was anti corruption and anti pollution along with clean politics and clean environment. The party went to the people around the country to prosecute the corrupt Minister. Party also valiantly oppose armed struggle of CPN – Maoist and other groups.

                                                                                                               

4. GNP Elects New President Rimal

 

Madhav Kumar Rimal, a noted journalist was unanimously elected as President of Green Nepal Party on 24th February 2008 on expiry of the term of outgoing President. New President Mr. Rimal vowed to uphold the ideals and prestige of the party. Here is his brief statement.

 

"I deem it a great honour for me that the working committee of the Green Nepal Party has unanimously elected decided to nominate me to the exalted position of its President. Our Party, even though is not very big like other bigger political parties of Nepal I feel proud to say that our party has established itself as an honest and patriotic political force. Given some more time and dedication of its entire membership, I fully trust that Green Nepal Party will play more decisive and important role in the politics of our country and soon achieve the goal we have planned to reach. I know my handicap and short comings. But with the unstinted support of our party members I hope to move forward towards our goal. While thanking all of you for putting your trust in my leadership, I would like to assure you that I will leave no stone unturned to prove that your trust has not been misplaced. May God give me that trust and wisdom.".

5. GNP not to participate in the election of 2008
Green Nepal Party will not participate in the election of 10th April ,2008 in a press conference held in Everest hotel chairman Kuber Sharma announced the Party's decision. The press statement issued on 17th Feb, 2008 is given below:

"The old order changed yielding place to new" wrote Alfred Tennyson, the English poet about two hundred years back. Nothing could be more true. Our people too have been –struggling for a change. And a couple of years back came a great change but the politicians who grabbed power could not rise up to the occasion. Their self oriented policies, their unbridled ambition to stay in power sine die, their authoritarian behavior and intense intolerance of the opposition, their naked corruption, their insensitive and inhuman attempts towards the demolition of our national heritages, culture and religion have impelled us – the Green Nepal Party to raise our  voices against such behavior and appeal to our aggrieved patriotic sisters and brothers of our country to join us to save our dear motherland from dishonor and destruction. The acute shortage of power, the petroleum products ,even drinking water, skyrocketing prices of daily necessaries, the total absence of law and order, the chukka jams and bandh, the continuous loots, murders, extortions and abductions have not only made life of the common man most unsafe and miserable but turned it into absolute hell. The violent insurgency by the proponents of racialism, federalism and regionalism has weakened the solid structure of our national unity. In these circumstances no sane Nepali will risk life to go to polling booth to cast the vote. Even before the nominations are filed the big parties are disturbing the election campaign of other parties. Big parties are using their muscle and money power on the one hand and talking about sharing of seats among themselves on the other. For that reason our party is demanding dissolution of interim parliament and Government and to form a neutral Govt. to conduct free, fair and impartial election. The interim government has not been able to govern. The village and district development committees are not able to carry out development works. The Country is trapped in economic crisis. In view of the increasing risk to the lives of voters and candidates our party will not participate in the election. Despite the absolute imperativeness of elections to the constituent assembly it is impossible to hold the election on 10th April, 2008 in such a chaotic situation Moreover, the servile behavior of our statesmen has turned our proud nation into a vassal state of our big neighbor in the south and this has got to be corrected at the earliest. As such we all must join hands to change the government. I trust you all will not hesitate to come forward immediately to defend the sanctity and sovereignty of our dear country. Finally we must say that we remain strongly committed to continue our peaceful campaign in favour of Multi-party Democracy, clean politics and clean environment.  Thank you."

6. Peoples Movement 2006 (Janandolan II 2063)                                                                                                Nepal becomes a Republic

Elected Parliament was dissolved by King Ganendra on recommendation of NEPALI Congress p.m S.B. Deuba on Oct.3, 2002 as per clause 53(5) of 1991 constitution. After that Prime Ministers were changed by King on grounds that they could not hold general election due to Maoists insurgency. King Ganendra seized the opportunity and took over the reigns of the government himself. The political parties had bitter experience of his father King Mahendra's steps against multiparty democracy; He had dissolved Parliament, imprisoned leaders and started direct rule in 1960. The parties in desperation joined hands with CPN (Maoist) against King G. Shah demanding restoration of dissolved Parliament. Before starting the agitation a 12 point agreement was signed by seven parties on Nov22, 2005(Marg 07, 2062) in New Delhi. Then Indian Ambassador to Nepal Shyam Saran was playing the role of mediator to bring seven parties together i.e. Nepali Congress, CPN – UML, CPN Maiost, Good will party and other three communist parties. The agitation took momentum; hundreds of thousands of people came on the streets of Kathmandu and outside. Nineteen days of street Demonstration changed the future of Monarchy and Nepal. King Ganendra was forced to recall the dissolved parliament on 22 April, 2006 (Baishak 10, 2063) and G.P Koirala of NC again became P.M on 25th April 2006.

                The coalition Govt. of seven parties, conducted the election for Continent Assembly on 10th April 2008 (28th Chaitra 2064). The election results surprised the foreign Govts. and political pundits. Maiosts won highest no. of seats in 601 members Assembly. The no. of seats won by parties are:

                The new Constitution Assembly met on May 28, 2008(Jestha 15, 2065) and declared Nepal as Federal Democratic Republic of Nepal. King Ganendra B. Shah quietly left Royal Palace in dark of night to Nagarjun Durbar, provided by new Govt. of new Nepal. However, people appreciated king's outgoing without bloodshed. DR. Rambaran Yadav a small farmer's son and Permananda Jha of Madhes became President and Vice president on July 23, 2008 (Srawan 8, 2065) by wining votes in constituent assembly.

                Puspa Kamal Dahal "Prachanda" Maoist Supremo, poor man's son, master player of Nepali politics was elected by Constituent Assembly by more than 2/3rd votes on Aug 17, 2008(Bhadra 1, 2065). Now he is heading a cabinet of Maiosts -9, UML-6, and FORUM 4 ministers. There are parties and their leaders eagerly waiting for additional berths in the cabinet expansion. People are sadists. They are expecting Govt. to fall soon due to infights. Hard reality is that   CPN – UML cannot go against Maiosts as they may loose their more cadres to CPN Maiost. As long as two parties are together they command comfortable majority. G.P Koirala was riding the back of Maiosts and dreaming to be first President of the Republic of Nepal. Like King Ganendra, Girija was also outsmarted by Prachanda.

Prachanda the new PM of new Nepal with communist manifesto has many challenges. First of all he cannot rob off private property nor can he restrict freedom of movement and expression. He has to alleviate poverty, satisfy oppressed class and caste, and create Provinces on lingual and ethnic caste basis. Even after Maoist formed the government, the process of surrender of arms of Maoist gorilla fighters started under UN supervision has not been completed till today. Unless Maoist gorilla's and their YCL (Young Communist League) stop violence, extortion, abduction, seizer of private property, allow safe return of displaced persons to villages Prachanda cannot run the Govt. peacefully. His Govt. has also to settle with small rebel groups operating in Terai and hills. The governments of developing countries are falling only for the reasons that they cannot give employment to all and feed the poor. The new Govt. has to bring together all ethnic groups and parties to write new constitution and hold general election with in two years. Maoist cannot illegally restrict the activities of   opposition Parties. They claim to win 90% of seats in upcoming election under new Constitution and rule the country for next 20 years.

7. Future plans of GNP

Nepal needs another alternative Democratic Party. Nepali Congress has failed to deliver and could not sustain liberal democracy against communists victory. Green Nepal Party has been trying to fill up that gap. Party is committed to multiparty Democracy and liberal welfare economic policy. Any attempt by CPN-Maiost to take Nepal towards one party state domination will be vehemently opposed by GNP. We need support of Democrats from all over the world. People can support us by votes, by notes and by publicity. Donors can send their donations to our Bank A/C available on request through email. Our party will oppose excesses of Maoist party and govt. Party is opposed to one Madhes one Pradesh. Party will go to people and support federal structure of new Nepal on ethnic and language basis under new constitution. We will strengthen our party organization to match militancy of other parties and create popular base for next general election. To counter Youth Communist League (YCL) of Maoist UML formed Youth Force and Nepali Congress Youth Group. Other parties are also planning to go same way. It is a clear indication that future politics of protest and demonstration will be full of violence. In that kind of environment Constituent Assembly may not be able to make new constitution within stipulated time of two years. The term of the Constituent Assembly and the Govt. may be is extended. If constitution is not made in time next election for Parliament will be delayed. In that case unrest and instability will grip the nation.

 

Our economic policy (briefly) will be:

i.                     Free trade, liberalization and Globalization.

ii.                    Attract foreign investment and technology. We will request non- resident Nepalese (NRN) to invest in Nepal and for that we will create favourable atmosphere for them.

iii.                  Modernize Agriculture.                                                                     

iv.                  Develop Water Resources and Forest Resources.

v.                   Promote Tourism.

vi.                  Control pollution and promote Greenery and healthy environment.

vii.                Corruption control and Administration Reforms.

viii.               Strengthening Provincial Govt. at the same time make the centre strong enough to keep country undivided.

ix.                  Allotting residential plots to houseless families.

x.                   Empower poor, Dalits, Ethnic communities and women.

xi.                  Massive training Programmes to youths in Forest, Health, Industry, Transport, Repair services, Workshop, Small Trading, etc. Give them loans as per their skill to start own establishment

xii.                Small loans will be made available locally to promote self employment.

xiii.               Extensive Programmes for poverty alleviation.

xiv.              Eradication of illiteracy. Promotion of quality education.

xv.                Easy loans for higher education.

xvi.              Providing basic health service to villages.

 

8. The new Economic Programmes of Maiosts.              

Maiost Budget Politically Motivated Ambitious and inflated

Maoist finance Minister Dr. Baburam Bhattrai has presented on 19th September 2008 his party's Govt's budget for fiscal year 2008/09 ending on 16th July 009. Total expenditure shown is 236.15 billion 44.5% higher than last year's revised estimates .He has shown a deficit of 41.11 billion besides hoping to raise Rs.129.21 internally by tightening revenue collection. The budget includes Rs.47.93 billion grants and 18.70 billion foreign loans. Budget is highly inflated and exaggerated. The target cannot be met. The high deficit will lead to high inflation experts say. FM has allocated Rs.1.5 million to each Village Development Committee 50% more than last year and even larger amount for illiteracy eradiation programme. Through this programme Maoists aim at reaching to poor masses to indoctrinate them through literacy programme. They have also allocated budget to organize marginalized community in co-operatives. In the past the party in government grossly misused funds allocated to local bodies e.g. VDC and DDC. Next general election is targeted in two years. Maoists are smart in using guns, muscle power, money and now Govt. machinery to win the election. They are also trained to squeeze money as donations and taxes from unfriendly voters. They are quite confident of getting generous foreign aid to support road buildings and poverty alleviation.
