GNP Election Menifesto of 2063-2064 B.S(2007-2008 A.D)
Party issued the EM for Constituent Assembly Election of 2063-2064 B.S. It is based on party policies and programmes plus the current issues. Latter party decided to boycott the election as the situtation became voilent, use of 3M's Money, Muscle Power and Govt. Machinary became monopoly of large parties.
Partys' emphasis is an upliftment fo opressed class, women empowerment, penalisation of corrupt politicians, officials and others. Partys' main slogan is "Clean politics and clean environment". This year party has lauched a extensive programe " Plant a Tree"
through out the country.
Some of the few policies of Green Nepal Party are mentioned below:
| 1. Political Policies: |
This party is committed to soverngienty of people, multi
party democracy, constitutional
monarchy and welfare state and upholds
freedom, peace, unity, and prosperity
Nepal. We are committed to serve the
country and people. Our policies
diligently approves the principle of good
governmence that ensures public
accountability of elected representatives
and government oflicials, transparent
working system, inexpensive fair
electoral system, regional balanced
growth, avoidance of caste and religious
clash efficient and effective
administration, austerity measures and
prevention of corruption. We prioritize
and encourage human rights and freedom of press to strengthen democracy.
| 2. Economic Policies: |
This party follows liberal policies in pursuit of economics globalization to transform from feudal and primitive
economy into modern society through utilization of local
resources and encouraging foreign investment and
technology.
a. Modernize agriculture sector to be self reliant.
This will help to generate employment
opportunities and alleviate overall poverty.
b. Develop forest and forest based products as one
of the primary source of national revenue. This
creates employment and can still maintain
ecological balance as well.
c.
Execute water resources from rivers to generate
hydropower for domestic consumption/ export
and also channel irrigation.
d.
Preference will be given to national capital and
local industrialist to develop small and medium
industries based on local raw materials, technical
know how and market. Liberalized and fair
global competition will be introduced to develop
large scale industries and technologies.
e.
Tourism is one of our most reliable source of
revenue, and preference will be given to develop
this sector.
f. To meet the challenges created by globalization,
direct the efforts to develop human resources.
g. Special environmental policies to protect
environment will be developed for ecological
balance and industrial growth.
h. There is an incredible growth in global trade and
commerce. Developing nations contribute 50%
of global trade. Liberal trade and commerce
policies that benefits the country will be
followed. We will formulate various incentive
schemes to produce quality products to compete
international market.
| 3. Programs: |
With reference to above policies, we mention here in a
short some of the programmes to be launched for Green
Nepal Party.
| 3.1 Agriculture: |
a. Consolidation of fragemented and segmented land will be encouraged.
b. Opportunity will be given to investor to invest large capital to modern farming.
c.
Absentee owner of agricultural farmland have not been able to profit it.
Policies will be developed to encourage such land owners to sell the land owners to sell the land to
the tenants and arrange loans to actual
tillers to purchase the those lands.
d. Farmers will be encouraged to wild annual farming i.e. deer, musks, wild
boars, pheasents, peacocks, crocodiles, snakes etc.
| 3.2 Forests: |
a. Forests are one of the most reliable
source of national revenue and
employment opponunities. To develop and protect green forests of Nepal,
a master plan will be designed to illustrate
forest conditions in Nepal. The master
plan will detail out to phase out
unproductive forests supported by new
plantations to increase the forest areas,
forest products and the growth of animal
inhabitants.
b. National policies will be developed to
provide grants to move isolated
inhabitants from the middle of the forests and mountains to nearby villages and cities to stop mass deforestation. This policy protects not only the forest area and its animal, whereas, it makes less expensive methods to extend basic
services to such inhabitants, for example -
water, electricity, schools, roads, and
other essentials services.
c To prevent soil erosion emphasis will be
given to plantation and discourage
farming in stiff mountain slopes.
| 3.3 Water Resources & Irrigation: |
a. Preferences will be given to build dams in
small rivers for irrigation and electricity generation for local use Capital to fund
these types of projects will be attracted
from within the country.
b. To expedite big hydro-electric projects
and irrigation infrastructures foreign
capital and technologies will be attracted.
| 3.4 Industries: |
a. To increase participation of Nepalese in rapid industrilization Entreprenuership Training will be conducted. Easy loans will be advanced to trained personnel to create self employment.His Majesty's
Govenunent of Nepal will guarantee
advanced to villagers' family involved small cottage industries based
on locally available raw materials and
skills. New governmental unit will be
established to coordinate sales,
advertising and marketing of their
products. Presently Nepal exports raw
materials in abundance We favour
exporting only processed / finished
products bv encouraging the establishment of related industries in the country.
b. Industries based on local raw materials will be encouraged for appropriate and rapid development in
agriculture, forestry, mining and other relevant sector
wll be given incentives. Service industries will be
promoted and emphasis will be given to enhance quality
of service.
c .Foreign investment and investors will be attracted for
joint ventures and /or full participation in areas where
high technology and huge capital are required.
d. HMG of Nepal interferes the works of public enterprises (PE) and that have caused mismanagement and failure of such oraginzations. Corporations should be given full autotomy to take their own decisions. Such interference's should be treated as abuse of authority and shoul be open for lawsuit. Professional Managers will be appointed to run the enterprises and the leadership company. Corporations that do not meet the minimum criteria's of self sufficiency will be privatized. Preference will be gicen to the handover such enterprises to Nepalese Nationals and float the share of such enterprises in Nepalese Share Market.
e. Simplify the process of promoting industrial growth through one window policy.
f. To make business community respectable high ethics
standard will be promoted.
g. To protect the interests of consumers, all Nepalese
products will carry the local selling prices of
the product where the industries
located.
| 3.5 Tourism: |
a. Explore and develop new tourist sites for additional attractions.
b. Promote tourism related service
industries to improve and deliver
excellent service to our guests.
c Special efforts will be made to
attract large number of tourist
neighboring countries.
d. Develop in-country tourism.
e. Protect and preserve ancient
historically and religious
significant architectures, temples,
natural beauties, forests, animals,
flora and fauna etc. Protect
national and ethnic cuhures,
heritage monuments and
environment from negetive
influence of tourism.
| 4. Transport: |
4.1 Devise a long term transportation policy to link
all districts and villages. Priortize roads
important to national integration and regional
balance. Implement a plan to link east-west
Nepal in mid-hilly region.
4.2 Develop mass electric transit systems to link all
parts of the coiuitry and within the city limits
(Railways, Ropeways. Underground railways
etc).
| 5. Education: |
5.1 Coordinate and run programs to eradicate illiteracy from the country. Preference will be given to vocational education and trainings in both sectors private or public.
5.2 Improve the standard of education through proper research and planning; encourage private sector to open universties and technical education institutions.
5.3 Encourage and attract all children to their educational capabilities. Special incentives will be provided to remote district students and those who come from families below poverty line.
| 6. Health: |
6.1 Extend primary health care services to poor
communities at villages' level.
6.2 Attract investment from local parties and foreign investment to develop hospitals and
health care centers.
6.3 Encourage and attract medical professional services at village level.
6.4 Provide maximum incentives to establish new
pharmaceutical undertaking to meet country's
medicine demands.
6.5
Establish safe drinking water projects alll over the
country.
6.6 Raise awareness of planned parenthood at village
development committee level.
6.7 Introduce free health check-up service and
proper nutritional arrangements till high school
level.
| 7. Human resources: |
7.1 Provide vocational education training to produce skilled workers for modernization of rural industries, trade, commerce and agriculture.
7.2 Determine and prepare skilled manpower to meet foreign employment needs.
7.3 Encourage and faciliate return of foreign based Nepalese intellectuals and provide environment for them to participate in antion building.
| 8. Poverty alleviation: |
Today 80% of Nepalese population is living under the
poverty line. This statistical representation of 60% under poverty line is due to the failed startegy of past
government of last 46 years. Millions of population have
basic hand to mouth problems and are primarily
homeless.
8.1 Grant small plotes lo landless to construct
houses in villages
8.2
Arrange to provide basic necessities like sail to
all remote districts resident at even pricing policy
to that of the nearest motorable point.
8.3 Grant snacks to attract children to school
belonging to below poverty line families, and this
provision attracts students from poor families to
schools and contributes needed nutrition as well.
Additionally, provide one set of clothes to all
students who attends 75% of regular class at
their school.
8.4
Arrange vocational trainings in
animal husbandry and cottage industries and advance loans to start self employments.
| 9. Unemployment: |
We need to bring changes in the attitude towards dignity of labour. Farmers children shy away from working in their land. Similarly, youngster do not follow their family
skill and vocation. They move to cities for a job that can
hardly support their village lifestyles.
9.1 Develop the concept of self employment and
income generation activities.
9.2 Distribute green card to landless people and
provide waste land at the riverside and steep
edges of the mountains to plant fruit trees and
others vegetation.
9.3 Train and educate on modern technical know
how to make them skilled workers. Eiicourage private
enterprises to provide traning and education that
are in demand in foreign market.
| 10. Women Welfare: |
Women carry maximum burden and resposibilities of
the family, whereas they have least say in decision
making process.
10.1 Abolish all laws that discriminate between men
and women.
10.2 Encourage women education.
10.3 Increase women participation in employment
opportunities and politics.
10.4 Women will be empowered to take their personal
decisions by themselves and laws will be enacted
to facilitate this process.
| 11. Constitutional Amendment: |
11.1 At least Fifty percent representation in Rastriya
Shabha (Upper house) will be restricted to
minority and disadvantaged groups of Nepal.
11.2 The Prime Minister must notify the parliament
and Rastriya Sabha when there is an urgency to
dissolve parliament before the expiry of elected
tenn. The King, Chairperson of Raistriya Sabha
and the Prime Minister must consent
unanimously to dissolve parliament and declare
next general election date.
11.3 The present parliament is unwantedly large,
electoral constituenties are relatively small and
the number of voters are uneven. Therefore, the
number of seats in lower house should be
reduced.
11.4 The number of Council of Ministers of the
country should be restricted to 15% of the
parliament members, to curb excessive misuse of
previleges. These measures ensure parliamentary
discipline and enhance diginity of the house.
11.5 Attention should be paid to moral character and
the capability while appointing ministers and Prime
Minister.
| 12. Administrative Reform: |
Our experience have proved that most elected
officials, admmJslrators, constitutional beads, our
diplomats, generally stand themselves against reform and
fail to be accountable and responsible in favour of good
government. The selfish attitudes of the officials cannot
provide leadership to society.Our policy is to motivate
intellectual and leaders of the society to spearhead
selfless reform campaign. To cope with the changing
technology we will mordemize our administration to be
efficient and effective.
12.1 Substitute employee oriented administrative
machinery by people oriented rules and systems.
12.2 Work process and procedures will be
modernized and made easy after research and
system analysis.
12.3 Increase the use of computer and other electronic gadgets to improve office works.
Proper care and attention will be provided to
maintain the government offices clean and
improve working atmosphere.
12.4 Increase pay and facilities governmental
employees. Reduce over staffing in government offices through
proper research and planning.
12.5 Proper evahiation of governmental employee by
developing; 1. Job descriptions 2, Proper
training, 3. Performance evaluation for job
placement and promotion.
12.6 To provide people oriented service through one
window policy, revenue counters will be opened
at different locations. These units will be privatized if necessary.
12.7 Governmental employee must give in writing stating the reason why the applicant cannot be served on
same day. The concerned officials are liable to
pay for the damages incurred by the applicant if the
occurred due to employees negligence.
12.8 There should be one trade organisation of
professionals like teachers, lecture, employees and others. These organisations must work for the interest and welfare of its members and their insitutionss. We strongly oppose their divisions
on party line.
| 13. Government Employee: |
Encourage participation from communities and
regions under represented in all branches of government. HMG will
facilitate training to those who are handicapped in Nepali language. Trainees would be
recruited and trained for six months to compete in Public
Service Examination. Successful candidates in the
examination would be absorbed by the government and
test can be better employed elsewhere
because of the training received by them.
| 14. Elecion Expenses and Fair Election Environment: |
14.1 Election Commission is responsible to hold all
elections in time. All parties must consent
unanimously to postpone election dates, if
necessary.
14.2 Empower the election officer to jail the
miscreants during the election period. Election
officer should disqualified the candidate,
postpone the election or cancil the election, if the
election is rigged by criminals, destructive acts
and excessive use of funds in favour of any
candidate that have interfered the process affair
election.
14.3 Restrict persons holding government offices
indulging in election campaign after election
symbols are awarded to candidates. If such
officials are candidates themselves, they will be
restricted to use government previlleges and
facilities. Government controlled media must not
discriminate over the news of small parties and
big parties. They must provide equal time and
space to all parties and candidates. Party must be
forbidden to use funds to reserve costly means of
trasport (airplanes, helicopters and privileged
transport vehicles) for political election
campaigns.
14.4 Provisions must be made to sue the elected
officials by voters when they do not deliver what
they have promised in their public
pronouncements during elections. Voters should
be granted the right to file lawsuit against abuse
of power for personal gain or for the benefit of
other party members or others.
14.5
All candidates for election must have tax
clearance and make public the details of
their networth.
| 15.Corruption Control & Eradication: |
We intend to eradicate proverty at the bottom and
corruption at the top.
15.1 Prepare public sentiments against corruption and
bad conduct of governmental and
servants start campaigns with slogans
"Dismiss Scoundrels from Public Office and Imprison the Corrupts" etc...
15.2
Corrupt officials do not pay tax on their
income. Assess the source of income, their assets
and life styles and collect tax, penalty as
by law.
15.3
Encourage coordination between Public
Accounts Committee of Legislature, Auditors'
General, Special Police Department, Commission
for Investigations of Abuse of Authority,
Departmental Head to bring proper actions
against corrupt officials. Make it transparient to
general public when corruption charges are filed against the governmental and elected servants.
| 16. Foreign Policy & Regional Cooperation: |
16.1 Promote Nepal's no-aligned foreign policy in accordance with Pancha Sheel & UN Charter.
Support and contribute to organizations
established to develop regional cooperation and
mutual understandings between member
countries.
16.2 China and India, our neighbors are expected to
grow tremendously in 21st century. Their growth
will have impact on Nepalese economy. Devise
policies to attract our neighbors for investment
and bilateral investment in Nepalese industry,
commerce trade, tourism and other sectors.
16.3 Now, the world is focused on central Asia and
new silk road is opening up. Coordinate the efforts of regional
cooperation by linking Nepal to Asian highway, Asian railway, Asian oil and gas pipeline, Asian electricity transmission line etc. To foster mutual understanding and
regional economic growth and to harness regional
resources.
| 17. Foreign Loans and Grants: |
17.1 Foreign loans and grants have increased our
dependence over them and have given rise to
corruption. This has been instrumental to
paralyze local initiatives and skills. Refoms will
be introduced to improve the situations.
17.2 Will discourage the tendencies to accept loans to
low priority / low quality projects and hiring of
expensive consultants and technicians for such
projects.
| 18. Citizenship Issue: |
18.1 Citizenship will be granted to all residing in Nepal within a specified time and who qualify to be Nepalese nationals as provided in
constitution of the kingdom 1990.
18.2 Naturilization of foreigners in Nepal
citizenship will be stopped. This does not apply
to individuals married to Nepalese citizens.
18.3 Provide lifetime visa to visit or stay in Nepal to all Nepalese citizens naturalized in foreign
countries against proper fees.
18.4 Distribute Nepalese citizenship certificate and
identity card to all eligible Nepalese. Proper
record will be maintained at every exit or entry
border point of Nepal.
Green Nepal Party has presented in above writings its
policies and the programs in a summarized form. We
will update whenever such changes are desired and
issues not addressed here will be published in future.
