| A. Political Resolutlon; |
Today pessimism and distrust prevails in the country. Armed struggle and domestic chaos have increased all over the country. History has witnessed in similar circumstances such incidents and accidents in the world. This has been grave concern to our party. We believe that those who were in power and post after the public uprising of 1990 are responsible for the worsened condition of the country.
The country's integrity will be destroyed and our existence will be threatened if the conspiratorial power mongers' opportunist actions like horse trading for legislators or defection of parties, delay in judicial decisions, favoritism, high handedness of executives wing and their politicization, that happens. History will record the events of national funds misused to build mansions, purchase for most expensive cars, increase of pay and additional amenities to lead luxuries personal lifestyles by the elected representatives is unfortunate for the country. This is like repetition of the past mistakes. The general public is engulfed with poverty and debt. Half naked Nepali poor pay tax on salt where as customs are evaded on gold imports. Funds are scarce for developmental projects where as political parties are busy misusing governmental purse in building party organizations. The public is suffering because of bad roads and mismanaged irrigation system, where as the leaders enjoy building bungalows and owning expensive cars. There is bad governance instead of good governance. The general public today doesn’t respect any leader, party and institution because of their irresponsible and immoral behaviors they have demonstrated. There is tremendous growth in abuse for power for personal gain in our preciously acquired democracy after the public uprising. The country is suffering from poverty, weakened nationality, corrupt and immoral character and bad heritage. Are these the legacies the leaders, who struggled for 50 years, will leave behind for the future generation? Our party is committed to carry the democratic setup with outmost patriotism by adopting the principles of transparency, austerity, accountability and good governance. To strengthen democracy it is necessary for all to have same commitment in mind and soul.
We may not be able to avoid the possible devasting accident, if we cannot successfully run the democracy. Returning to Panchayati system can be compared to attempted suicides by the chronically ill person. End of democracy means rise of extremism regional and religious conflicts. The country is terrorized because of the insensitive behaviors of higher institution and powerful parties. To save democracy we have decided to campaign with the slogan ""Dismiss the Scoundrels - Imprison the Corrupts." The legislature must be determined to enact specific laws to stop corruption. The Executive and Legislative wings must lead to curve the evil. The Nepalese people, journalists, campaign against corruption. We believe that the voice of dissents must be protected to save democracy.
The recent elections indicated a need for a clean democratic party in this country and to fill up that vacuum and to cleanse the 'political pollution' Green Nepal Party" is born.
According to the international law refugee status can be granted only to citizens of the bordering nation. According to this principle Bhutanese refugee cannot get refugee status in Nepal. They should have been refugees to India. It is very unfortunate for Bhutanese democratic fighters that they could not get refugee in a democratic country like India. It is now evident to the whole world how India used its armed forces on different occasions to force back the refuges of Nepal when they attempted to return to their homeland a peaceful democratic change.
No nation has the right to make its Citizen Stateless on grounds of language spoken. Nepal must internationalize their pre-meditated plan and must show the courage to send the Bhutanese living in Nepal, back to their homeland. Life of one generation of the refugee is already lost because of unwarranted considerations extended to ill mentioned friendship of nations. We are opposed to treaties on water resources where the equal rights are not protected. Similarly, we are strongly opposing border intrusions.
World politics is now becoming uni-polarized and new democracies are unstable. Corruption and unaccountable activities of leaders and political parties are still not penalized. Religious and ethnic differences along with fundamentalism are threatening world peace. We except that the world community must come up with a mandate to resolve such issues in order to strengthen the democracy. Simplification only in international trade and commerce is not enough, there must be simplification in international travel and tourism too. Similarly efforts should be made to simplify the process to increase economic activities and travel within this region too. This strengtherns the sense of co-existence and harmony.
| B. Economic Resolution; |
The economic development of Nepal could not take direction even after the restoration of democracy in the country. The economic policy of the country has failed completely when the progress is evaluated for the last seven years. Additionally, the liberal policies adopted aiming to attract foreign capital and technologies have also become unsuccessful. Due to unclear objectives, privatization could not fulfill its objective as expected. Corporations and private sectors have lost their competitive edge. New employment could not be created and employed are displaced from their jobs. Export trade of the country has declined and tourism is adversely affected due to environment degradation. The economic development of the country has not increased in spite of increase in foreign assistance and loans. The donor agencies are discouraged and they are hesitant to fund additional projects. The government's revenue has declined whereas; the amount of installment payment for loan and interest has increased tremendously. Agriculture, irrigation, forest and hydro-power sectors have worsened day by day.
The immoral activities of diverting governmental funds for personal and party gain have increased tremendously once they acquire power and post.
Corruption and bribes are institutionalized. The government has become ineffective and is not able to punish or impose penalty or file a case in the court against corruption, misuse of funds and irresponsible acts of public officials to end corruption, we favor stringent laws to punish all involved in corruption. To alleviate poverty, it is urgent to initiate income generating programmers at village level. Otherwise we will be engulfed among the problems of Twenty First century, like poverty, population explosion, religious /ethnic /regional conflicts. Country's social and economic structure is also destroyed by protecting black markets/ criminals and using them for the benefit of the party and part leaders.
The moral of government /cooperation officials, teachers and lectures are destroyed as they are politicized and are used for parties and individual's gain.
The economic and administrative maunder are paralyzed and therefore foreign investors are discouraged to invest in Nepal .The construction industry has halted Red estate businesses and share market are depressed. Inflation and poverty are rising side by side National capitals are disappearing from the country. There is economic slump in the country.
There is recession in commercial sector too. Trade deficit has grown. There was a trade deficit of Rs. 18240 million in
1991/1992 and it has shot up to Rs 56860 million in 1995/1996. Foreign loans and assistance have been misutilized. There is not adequate provision of proper accountability of such funds. Today the national debt stands at Rs. 153,000 million. This means each Nepali bears the debt responsibility of Rs.8, 216. This may cause upheaval and those who enjoyed power are accountable for such outcomes.
| C. Social Resolution; |
The "Constitution of Nepal, 1990 (2047) has declared Nepal multi-ethnic, multi-language and multi-religious nation. There are many nations in the world with the social composition like ours. But, there are only few nations who have exemplified the social harmony that exists in Nepal. There are strong traditional values and basis for social harmony on one side, where as many inequalities and distortions grew side by side along with it. Nepalese public attempted for changes at times and desired to eradicate these social inequalities and distortions in order to establish social harmony in the country.
All political parties carried slogans of secularism, but only encouraged the growth of such social evils during elections and party expansion.
It is an urgency to step now in right direction to stop social injustices prevailing in the country. Therefore, our party is determined to end social injustices like caste inequalities, social inequalities, exploitation of women, weak and hated community, superiority of certain caste and many other social evils, in a very short period.
